The situation
You got a £100 camera charge from a private car park in England for a visit on 2 June. Nothing was left on the car, and the letter to you as registered keeper is dated 17 June.
It asks you, for example
- Which country, and which part of the UK
- Who issued it: council or private company
- The date on it and the amount
- What happened, and why it seems wrong

Under Schedule 4 of the Protection of Freedoms Act 2012, a Notice to Keeper for a camera charge must be delivered within 14 days. You cannot hold the keeper liable for this charge.

Good to know
- In the UK, a private car park charge is not a fine. It is a claim under a contract and has its own appeal route.
- Photos of the signs and road markings win most appeals. Take them as soon as you can.
- Appealing can mean losing the early-payment discount. It shows you the numbers before you decide.
- If court papers arrive, never ignore them. It tells you to reply by the deadline on the papers and get free advice.
